That will make that window darker than legal (35% VLT) and will cause problems with HPD as well as your annual safety check inspection. OUR "Inlaid Flames" seen here are 100% LEGAL in Hawaii because we cut the flame first, then cut the overlay film out so that both elements fit into each other like a puzzle, creating one window that meters legally from edge to edge - no overlaying of film on top of film.
